Project Manager - HQE
The New York City Department of Housing Preservation and Development (HPD) is the nation’s largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners. HPD is tasked with fulfilling Mayor de Blasio’s Housing New York Plan which was recently expanded and accelerated through Housing New York 2.0 to complete the initial goal of 200,000 homes two years ahead of schedule by 2022, and achieve an additional 100,000 homes over the following four years, for a total of 300,000 homes by 2026.
Section 8, also known as the Housing Choice Voucher (HCV) program, provides federal funding to eligible low-income families for rental assistance toward decent, safe, and affordable housing in a neighborhood of their choice. Families pay approximately 30% of their income toward rent, and the NYC Department of Housing Preservation and Development (HPD) pays the difference, up to a determined payment standard, directly to the owner. The unit must have a rent that is determined reasonable and affordable by HPD and must meet federal Housing Quality Standards (HQS) in order to be approved. At HPD, the program is administered by the Division of Tenant Resources (DTR).
The Division of Tenant Resources consists of multiple units including Initials, Continued Occupancy, Conversions and Housing Quality Enforcement, Legal Support, Project Based Programs, Client and Owner Services, Policy, and Quality Assurance. The Conversions and Housing Quality Enforcement within the Division of Tenant Resources manages the eligibility determination and processing of initial subsidy for housing projects that de-couple or opt-out of a HUD sponsored program to convert to a Tenant Protection Voucher in the form of Tenant Based Enhanced Section 8 Vouchers or Rental Assistance Demonstration (RAD) Project Based Vouchers; manages the eligibility determination and processing of initial Project Based Voucher (PBV) subsidy for New Construction and Existing housing projects; ensures HQS inspections and enforcement actions are completed in accordance with federal regulations.
Under the supervision of the Director, Conversions and HQE, and within the portfolio of the Executive Program Director, the selected candidate will be responsible for using data to assist in the implementation of policy and procedures that help carry out HPD’s mission while conforming to the mandates of the Department of Housing and Urban Development (HUD). Specifically focusing on special projects related to Lead-based paint hazards. Lead is a highly toxic metal found naturally in the environment that can cause serious bodily damage. Lead is particularly harmful to children, in whom it can cause learning and behavior problems and delay physical growth and mental development. The use of lead-based paint in residential buildings was banned in New York City in 1960. LeadFreeNYC which was released in January 2019 and outlined 45 separate initiatives that Mayor's Office and a number of City Agencies, including HPD, are undertaking to remove lead from out buildings; as well as recent updates and changes to both Local Law 1 and Federal HQS regulations regarding lead based paint, this project manager will focus on ensuring continued compliance with these laws as well as ensuring the agency fulfill all relevant reporting requirements.
• Mining, generating, and visualizing data
• Creating and Producing reports and effectively communicating relevant information
• Using quantitative data and qualitative procedures to evaluate and assess program operations; offering recommendations of how to improve operations
• Identify, plan, and implement procedures that are easy to understand
• Managing and troubleshooting projects that particularly relate to the Conversions and Housing Quality Enforcement unit
• Ensuring that policy and procedures are developed in accordance with HUD regulations
• Coordinate with HPD Tech and the Division of Code Enforcement; outline technical issues, make programming/coding recommendations; produce relevant reports, spreadsheets and statistical analyses
• Strong proficiency with Microsoft Excel and Access; business intelligence systems experience preferred
• Strong analytical and detail-oriented aptitude; a high degree of accuracy is required
• Excellent communication and organizational skills
• Proven ability to problem solve
• Ability to transform complex regulations and information into simple procedures
• Must be able to work effectively with minimal supervision
• Ability to learn and adapt to change

Salary range for this position is: $65,783 - $75,651.
